PORTLAND — After months of speculation, the prospective buyers of the Linnton Plywood Mill have revealed their identity.

Restorcap, a company specializing in environmental restoration, will lead the effort to turn the old mill site into a resting grounds for juvenile salmon.

A separate entity, Linnton Water Credits, LLC, will own the site, while Restorcap will spearhead the effort to turn the 25-acre industrial site into wildlife habitat. Restorcap will sell the resulting “credits,” essentially environmental cleanliness points, to companies that are on the hook for inflicting environmental damage.
