Letter: Formality of paper card outdated

A question, prompted by the receipt in my mail recently of a new voter registration card from the office of Clark County Auditor Greg Kimsey. If, as the card states, “all elections are conducted entirely by mail ballot,” why, pray tell, does the county bother with the expense of voter registration cards?
