Upskirt photographer gets no jail time

A Vancouver man was sentenced to one year of probation for taking photographs up women’s skirts in a busy Portland department store.

Carlos Flores-Tellez, 26, pleaded guilty in Multnomah County (Ore.,) Circuit Court on Dec. 23 to second-degree disorderly conduct. Prosecutors dropped a charge of attempted invasion of personal privacy, said Chief Deputy District Attorney Kirsten Snowden.

He was arrested in September after he was caught bending down in the shoe section of Nordstrom Rack and taking photos up the skirt of a woman who also was bending down to look at some shoes, according to police.

Judge David Reese also ordered Flores-Tellez to undergo a mental health evaluation and any recommended treatment and to have no contact with the victim or Nordstrom Rack.
