Corps of Engineers seeks comments on oil terminal

The U.S. Army Corps of Engineers is seeking public comments as part of its analysis of the environmental impacts of a proposal to build a rail-to-marine oil transfer terminal at the Port of Vancouver. The terminal, proposed by Tesoro Corp. and Savage Cos., must receive a federal permit for in-water work on the Columbia River.

The Army Corps is accepting comments through Aug. 1. Comments should reference NWS-2013-962 and may be sent by email to: nws.tesoro_savage@usace.army.mil or U.S. Army Corps of Engineers, Regulatory Branch, Attention: Steve Manlow, P.O. Box 3755, Seattle, WA 98124-3755.

Activities requiring approval by the Corps include replacing decking, filling hollow steel pilings and installing oil transfer and return lines.

Tesoro and Savage want to build a facility capable of handling an average 360,000 barrels of crude per day. If built, it would be the largest such terminal in the United States.
