Woman sues Edmonds, Mountlake Terrace

EDMONDS — A woman who claims she was sexually assaulted by a former Edmonds police officer is suing the city and Mountlake Terrace.

She claims the cities failed to protect her from Daniel Lavely.

The city’s lawyers have not filed a response to the suit, but lawyer Mark Bucklin told the Daily Herald that what Lavely did was contrary to his training.

Lavely is jailed in Texas awaiting trial on an unrelated sex crime. He resigned from the department in 2013.

In 2013, he was convicted of custodial sexual misconduct. Prosecutors said Lavely forced the woman to have sex outside his patrol car behind a clothing store. The woman said she was afraid to refuse Lavely. It’s against the law for an officer to have sex with somebody they are detaining, even if it’s consensual.
