Oregon woman sentenced in burglary of Vancouver Walgreens store

The getaway driver for two men who burglarized a Vancouver Walgreens store in May was sentenced in Clark County Superior Court to 1 1/2 years in prison.

Rachel D. Proper, 42, of Clatskanie, Ore., pleaded guilty Wednesday to second-degree burglary, first-degree malicious mischief and possession of a controlled substance with the intent to deliver. In exchange for her guilty pleas, the prosecution dismissed another count of possession of a controlled substance with the intent to deliver and a charge of first-degree theft.

Proper and two co-defendants, Robert R. Cramer, 23, of Fairview, Ore., and transient Jeffrey A. Fuller, 38, were arrested May 10 after a burglary at the Walgreens pharmacy at 8511 N.E. 162nd Ave., near the east end of Padden Parkway, according to a probable cause affidavit filed in Superior Court.

Cramer and Fuller previously were sentenced to 24 months and 40 months in prison, respectively.

The men broke into the store, stole prescription medications and fled before officers arrived, court records said. However, they took a package that contained a GPS tracker in it. Deputies followed the signal to Northeast 99th Street, where they observed a vehicle and found a bag containing the prescription drugs nearby, the affidavit said.

Deputies stopped the vehicle and subsequently arrested the three people inside, identified as Proper, Cramer and Fuller.

Proper told Judge Gregory Gonzales at sentencing that she had been sleeping in the car when Cramer and Fuller woke her up and told her to drive. She said she didn’t know at the time that they had burglarized the store. Still, she said she would like to accept responsibility for her actions and “put all of this behind me.”

Gonzales agreed to follow the attorneys’ sentencing recommendation.

Deputy Prosecutor Dan Gasperino said Walgreens is seeking more than $14,500 in restitution.
