Swanger will retire from District Court

Lawyers can apply until Jan. 17 to replace judge on the bench

After more than a decade of service, District Court Judge James Swanger will retire, creating a judicial vacancy to be filled by March 1.

The Board of County Councilors will vet the applicants and make the appointment.

To be eligible, applicants must be a lawyer admitted to practice in the state of Washington and registered to vote in Clark County.

Qualified candidates should submit a letter of interest and resume no later than 5 p.m. Jan. 17 to the Board of County Councilors Office, P.O. Box 5000, Vancouver, WA 98666-5000 or deliver it to Room 681 on the sixth floor of the Public Service Center, 1300 Franklin St. No faxed or emailed documents will be accepted.

The names of selected applicants will be submitted to the Clark County Bar Association, which will conduct a preference poll. The results and background documents will be provided to the county council for the interview process. The council plans to make the appointment by Feb. 14.

According to his court biography, Swanger is a third-generation Clark County resident and graduate of Hudson’s Bay High School. He attended Clark College and graduated in 1976 from Brigham Young University with a Bachelor of Arts degree in English. Swanger went on to obtain his law degree from Willamette University’s College of Law in 1979.

He worked in the Clark County Prosecuting Attorney’s Office and in private practice, and served as a judge pro-tem in Clark County Superior Court and Battle Ground Municipal Court.

Swanger was appointed in 1999 as the full-time Clark County District Court commissioner and as judge in July 2005.
