Sharri Pegg fills out a registration form at a job fair Friday in Portland while other people line up to work on their job search. The unemployment rate fell last month to its lowest level in more than two and a half years, as employers stepped up hiring in response to the slowly improving economy, while 300,000 people gave up and stopped competing for work.
