Despite a light drizzle and wind, the food carts at Southwest Alder Street and Southwest Ninth Avenue bustle with patrons during the lunch hour in downtown Portland this month. While Portland’s at the head of a nationwide trend of mobile food, numerous regulations make opening a cart in Vancouver difficult.
