Caretaker Jean Bray, 66, left, pours a cup of coffee for her client, Jean Prew, 90, last week at Prew’s home in Vancouver. Prew has been able to remain in her apartment due to a Washington Medicaid program that pays for a caretaker instead of a nursing home or assisted-living institution.
