Ty Collins, 26, and Kelsi O'Connor, 25, of Washougal play with Moe, a rat terrier mix at the Humane Society for Southwest Washington on October 3, 2010. The couple decided to adopt Moe. Officials from the Humane Society for Southwest Washington told Clark County commissioners Wednesday that they plan to increase the fee for housing strays from $69.76 per animal to $170.
