Southwest Washington's former U.S. Rep. Brian Baird (left) told CBS correspondent Steve Kroft (right) that he and U.S. Rep. Louise Slaughter, D-NY, were unsuccessful co-sponsors of an act would have made it illegal for lawmakers to trade stocks on nonpublic information.
