Bill Lamkin, part of the city of Vancouver’s stormwater management team, clears leaves from a drain at the intersection of East 15th Street and Broadway on Wednesday afternoon. Wind will knock leaves from trees and clog storm drains again on Thursday, according to weather forecasters.
