Cowlitz County Sheriff’s Office deputies on Tuesday arrested two individuals in connection with a theft and extortion case involving a Woodland woman’s English bulldog, Jaggar. The dog was reported missing on Oct. 4. Jaggar was found dead in Kelso on Oct. 24, after its owner received ransom demands.
