Construction is expected to start later this year on the planned $20 million to $25 million Westridge Lofts apartment complex, which will bring high-end apartments to the corner of Southwest 192nd Avenue and 20th Street on the Vancouver side of its border with Camas. City staff asked the Vancouver City Council on Monday to repeal the Traffic Impact Fee Program — charged on new development based on the number of new trips it’s expected to generate — for 18 months, in order to completely redesign the 20-year-old system.
