Contractors create a second cut on the dock torn loose by Japan's 2011 tsunami that washed up on Agate Beach near Newport, Ore., in June. The first cut was unsuccessful, and the new slice is being made about half a foot from the first in an attempt to free the first section so it can be removed from the beach.
