Lacey Davis, 15, and her mother, Lisa Jacobson, of Hazel Dell, surrender their cat, Mischief, to Tonya Riat, an animal intake technician at the Humane Society for Southwest Washington, because they couldn't afford to pay for veterinary care for the cat's swollen abdomen. The shelter no longer takes drop-offs without an appointment, under a new policy designed to control disease.
