Vancouver Fire Department Captain Tom Coval, left, and firefighter Casey Holmes demonstrate the top speed of the department's boat on the Columbia River on Nov. 29. The boat maxes out at 20 miles per hour. Tonight, the Vancouver City Council will vote on whether to accept a federal grant for a Quick Response Vessel, which, unlike the department's boat, would actually have pumping capabilities.
