The BNSF Railway hump yard in Pasco would likely see more traffic if a proposed coal shipping agreement is reached. Proposals to build new export coal terminals in the Pacific Northwest have generated loud opposition in Western Washington from environmental groups and community activists who want a wide-ranging review of the projects' impacts from the mines to the ports.
