Joe Beaudoin, who farms 80 acres in patches among east Vancouver subdivisions, is 72 and thinking about retirement. But even to stop farming his five-acre peach orchard would cost him a quarter-million dollars in back taxes and penalties. Clark County Assessor Peter Van Nortwick is drafting legislation that would allow counties to at least waive the penalty.
