Joe Lambrix, founder of the nonprofit group Plug In Olympia, plugs in a Miles ZX40, one of his family's two 100-percent electric vehicles, to charge at his home in Olympia. Owners of electric cars are soon going to be hit with a $100 fee to own the battery-operated cars.
