Oregon state Rep. Lew Frederick (D-Portland) said the Columbia River Crossing will negatively impact the air quality and health of his North Portland district. He joined more than a dozen others with concerns about the CRC as part of a press conference given by the "Smarter Bridge Committee" near the Interstate 5 bridge Thursday.
