Detective James Phelps with the Clark County Sheriff’s Office is one of two new deputies to rotate into special positions at the Children’s Justice Center in January. Rotating deputies in and out of specialty units is meant to create a more well-trained staff, said Sgt. Fred Neiman, a sheriff’s office spokesman.
