Since then, her mother, Crissy Foster, 32, right, has fought to get recognition of her daughter's citizenship and make her eligible for government assistance such as treatment of mental health disorders.

U.S. soldiers patrol the outskirts of Spin Boldak, near the border with Pakistan, about 63 miles southeast of Kandahar, Afghanistan, in 2009. The U.S. Institute of Medicine recommended Friday that soldiers returning from Iraq and Afghanistan be screened for post-traumatic stress disorder at least once a year and that federal agencies conduct more research to determine how well the various treatments for PTSD are working.
