Jasmine Pursley exhales a puff of smoke after taking a drag on a cigarette on the sidewalk adjacent to Esther Short Park, across the street from City Hall, on Wednesday. Smoking and tobacco use is banned in city parks and the sidewalks around them, but only three citations have been issued to those violating the six-month-old law.
