Australian mining giant BHP Billiton has agreed to split the $5.6 million cost of an electrical substation three ways with the Port of Vancouver and Clark Public Utilities, even though BHP Billiton has not officially signed on to occupy the port’s Terminal 5, where it would build a facility to export potash fertilizer.
