Friends and family of fallen soldier Sgt. John Kyle Daggett stock fireworks at the Wounded Warrior fireworks stand off Northeast Andersen Road on June 27, 2011. The stand raises money for veteran's needs. The Vancouver City Council on Monday advanced plans to ban all but "safe and sane" fireworks similar to those allowed in Oregon.
