Renèe Anttila looks out on the gravel quarry behind her First Place Neighborhood home on Tuesday. The quarry, owned by Tapani Underground, will be mined out by the end of the year and then reclaimed. But the city wants the company to help fix roads, and neighbors want assurances the company will work to keep noise and dust to a minimum.
