Vancouver-based Manor Homes was in the midst of building a 14-home housing development off 116th Street on December 31, 2008. Permits to build new single-family homes in Vancouver soared in April. “This year has been the best year since the crash,” said Randy Quested, co-owner of Manor Homes.
