James I. Collins makes his first appearance Friday May 4, 2012 in Vancouver, Washington. Collins is accused for the crime of fatal hit and run. The crash occurred Thursday night on Fourth Plain Boulevard. The victim was hit in a crosswalk by a hit-and-run driving at high speed. (Troy Wayrynen/The Columbian)
