Vancouver Police Chief Clifford Cook's going-away party on Aug. 29 was filled with dozens of well-wishers, although Neighbors on Watch volunteers vastly outnumbered Vancouver Police Department officers. Cook's departure after a controversial five years leaves the department searching for its third chief in 10 years. At top, Neighbors on Watch volunteers and the city presented Cook with plaques and letters to mark his five years with the department.
