Thornton McCurry picks up a dead duck Tuesday at the Tule Lake National Wildlife Refuge near Tule Lake, Calif., where an outbreak of avian botulism is being blamed on overcrowding of birds. Drought has left no water for marshes at the nearby Lower Klamath National Wildlife Refuge, so Tule Lake has been getting more ducks.
