Portland police Sgt. Peter Simpson, from left, Clark County sheriff's Deputy Tim Hockett and Vancouver police Officer Taylor Smarr all stand to benefit from a regionwide records-management system that is planned to launch in November 2014. The Regional Justice Information Network will allow between 35 and 39 agencies in Oregon and Southwest Washington to easily access each other's reports.
