When the court orders someone to pay a state-imposed fine, doesn’t the money go to the state? So when the Washington state Supreme Court ordered the state to pay a fine, as the Aug. 14 story reported “Court fines state $100,000 a day,” didn’t it in effect order the state to write a check payable to itself each day? No wonder the legislators don’t give a rip.
