Berko: Broker plan ‘speculative’; invest bond money in CD

Dear Mr. Berko: I am 77 and have an $80,000, 5.1 percent municipal bond, which my father left me 22 years ago, that just matured. The $2,040 in interest every six months is very important to me. My income, not including this bond, comes from Social Security, a pension and a small structured settlement — totaling $3,139 a month.
