Residential-retail complex to be built on Mill Plain

Construction will begin this spring on Our Heroes Place, a two-building apartment, condominium and retail complex near the Interstate 5 and Mill Plain Boulevard interchange, Prestige Development said Tuesday.

Our Heroes Place, named to recognize business and community philanthropists Ed and Dollie Lynch, will feature two five-story buildings connected by a pedestrian bridge. The Plaza’s north building, 409 E. Mill Plain Blvd., will be named Ed, and will feature 25 studio and one-bedroom apartments above 3,400 square feet of retail space. The south building, 412 E. 13th St., will be named Dollie. It will feature 24 condominiums above two levels of off-street private parking for 42 vehicles.

Elie Kassab, president of Vancouver-based Prestige Development, estimated an $11.5 million construction cost. He expects to select a general contractor who will break ground in spring 2016. The project should be completed by spring 2017. Wilson Associates of Vancouver is handling all of the architectural planning.

The project qualified for eight years of tax abatement to help attract residential development to downtown Vancouver.
