As to rush-hour traffic on state Highway 500, how about trying a comparatively simple experiment: set the signals for north/southbound traffic to turn and stay red for extended times. Put up signs saying during certain times the lights will not allow north/south travel. This is relatively no cost and will speed traffic. It will give feedback to traffic engineers to study potential improvement plans.
