Man charged with murder in 2 Portland killings; one victim was from Vancouver

One victim, Vancouver’s Brian Hansen, found shot dead on Burnside Bridge

Surveillance video captured the shooting death of a Vancouver man as he crossed the Burnside Bridge in Portland early Tuesday, according to prosecutors, who’ve leveled charges of murder, robbery and illegal firearm possession against a suspect in that and another killing.

James Javontae Barquet, 26, appeared in an Oregon court Wednesday, and was charged with two counts of aggravated murder in the shooting death of Brian Hansen, 51, of Vancouver, and Carol Horner, 70, of Portland.

Barquet was also charged with one count each of first-degree robbery and being a felon in possession of a firearm, according to the Multnomah County, Ore., District Attorney’s Office.
Police found Horner’s body Monday under the west end of the Morrison Bridge, according to the district attorney.

The Oregon State Medical Examiner’s Office found Horner died of a single gunshot to the head. At the scene, officers found a single .45-caliber shell casing near her body.
Later that night, police responded to a gas station in the 400 block of West Burnside Street, where a man, later identified as Barquet, entered the store.

Barquet asked for a pack of cigarettes, according to the district attorney’s office, and as the worker started to ring up the sale, Barquet allegedly pulled out a handgun and ordered the worker to hand over the cigarettes.

Early the next morning, police were called to the middle of the Burnside Bridge, where they found Hansen’s body.

Officials found he also died of a single gunshot to the head, and officers found another single .45 caliber shell casing with similar markings nearby.

Surveillance video showed Hansen walking west across the bridge that night, and it also shows him being followed closely by someone in a hooded coat pulling a wheeled suitcase and carrying a small bag.

The video also shows what appears to be a muzzle flash, the district attorney’s office said, and then the person who followed Hansen running away.

Shortly after finding Hansen, police began searching the area, and around 3:30 a.m. they located a man matching who they saw in the surveillance footage, identified as Barquet.

The district attorney’s office said an officer found a .45-caliber pistol in his waistband, and it was loaded with rounds stamped similarly to those found near the two bodies.

Barquet’s next court date was set for Nov. 30. He was being held without bail.
