Portland cop on leave after using chokehold in arrest

A Portland police officer is on paid administrative leave amid an internal review of a chokehold he used on an armed man Friday during an arrest, according to the police bureau.

Officer Larry Wingfield placed 31-year-old Johnathan A. Harris in a carotid neck hold after he wouldn’t follow officers’ orders and resisted being arrested on an outstanding Clackamas County warrant for theft, Portland police said. Officers responded to a home in the 9300 block of Southeast Ramona Street around 11:30 p.m. to arrest Harris on the warrant and saw he had a gun on him while he was refusing their orders, according to police.

Harris was arrested after being put in the choke and the handgun was taken away by officers, police said. He was evaluated at the scene by paramedics and didn’t require hospitalilization. Wingfield was among four officers involved in Harris being taken into custody, police said.

Harris was held Sunday in the Multnomah County Detention Center on accusations of felon in possession of a firearm, first-degree theft and first-degree burglary, records show.
