A 28-unit apartment complex is set to spring up in the Harney Heights neighborhood.
The new complex, 4212 E. 18th St., will be on a 1.63-acre lot, owned by LM Shotwell LLC. It will have three buildings with two-bedroom, one-bathroom apartments and 36 parking spaces, according to city of Vancouver documents.
The site for the development is on top of Burnt Bridge Creek, and previous development had constructed a concrete channel for the water.
