PORTLAND — Police are searching for a suspect who allegedly shot and killed one person in the parking lot of a Southeast Portland shopping complex on Monday afternoon, then fled the scene.

Portland police responded to the scene, a parking lot at Southeast 82nd Avenue and Powell Boulevard shared by WinCo Foods, Papa Murphy’s Pizza and other businesses, around 3 p.m. Police said the suspect ran away before officers arrived at the scene. They said they are looking for the suspect, but would not be releasing a description of the person.

Police would not specify the victim’s condition, but several witnesses, including an Oregonian/OregonLive reporter, said they saw a man who died at the scene. Witnesses said a sheet covered the victim’s body from view.

Several witnesses also reported seeing a bicycle on the ground at the scene.

David Shepherd said he was parked near WinCo when he heard a gunshot.

“I just ran,” he said. He came toward USA Pawn and Jewelry, where the victim was on the ground on his back. Shepherd said he noticed the man had multiple gunshot wounds.

Shepherd said he and several others who were in the area tried to help the man — using a sweater to stanch the blood flow, performing chest compressions and mouth-to-mouth resuscitation. He said the man briefly started breathing again for a moment before stopping.

Police have not yet released any information about the circumstances of the shooting.
