Police seek victims of Battle Ground suspect in indecent exposure incidents

Man appeared in court Monday for incident at Vancouver Mall

Vancouver police are seeking additional victims of a man suspected in several indecent exposure incidents throughout Clark County.

Ethan Ambrose Richter, 21, of Battle Ground was arrested Sunday on an outstanding warrant. He appeared Monday in Clark County Superior Court on suspicion of indecent exposure in connection with an August incident at Vancouver Mall.

Richter exposed himself to a woman, who was standing five feet away, at the Macy’s store. A loss prevention employee told officers he watched Richter walk through the store exposing himself while no one was around, according to an affidavit of probable cause.

The employee also said he was positive the same man was involved in an exposure incident there in late July, the affidavit says.

Police say Richter matches the description of a suspect in similar incidents in Battle Ground last month. Officers responded to three reports in a week of a man exposing himself while approaching females. The affidavit says the victim in one of those incidents was a 10-year-old girl.

Investigators believe there may be victims who have not filed a police report. Anyone who believes they have been a victim of a crime involving Richter should call Vancouver police Detective Chadd Nolan at 360-487-7441.
