Letter: Why are outcomes different?

I’m a little puzzled. I read about a young man reportedly running away from the police, who were trying to arrest him for a relatively minor crime, who is killed by a fusillade of police gunfire. Then I read about a group of heavily armed men refusing to obey police instructions and attempting to break into a state Legislature, scuffling with police and damaging property, with no consequences. What makes for such different outcomes?
