Letter: What is Herrera Beutler thinking?

Once again, I am having trouble figuring out Rep. Jaime Herrera Beutler’s vote. She knows we need a new bridge, and she has (bravely) come out against tolls. Why would she vote against the infrastructure bill? Is she siding with AOC, because the appropriation is not large enough? My own feeling is that the compromise is better than nothing. Maybe she can explain?
