Apartments, retail building set for Evergreen Boulevard development

16 units, additional parking proposed

A new mixed-use retail and apartment complex could be in the works on East Evergreen Boulevard in Vancouver.

The proposed development at 2306 E. Evergreen Blvd. is expected to include about 900 square feet of retail space on the ground floor and two upper levels of apartments, according to pre-planning documents sent to the city of Vancouver.

There are 16 apartment units planned in the three-story building. Six of the units are expected to be studios, while the other 10 would be one-bedroom units. On each floor, there are three studio units planned and five one-bedroom units, as well as stairs and elevator.

The .21 acre property is owned by Lusso Apartments LLC and the plans were submitted by Wilson Architects, both based in Vancouver.

The submitted plans also include an apartment lobby and a parking garage on the ground level. Vehicle access is expected to be on X Street, with pedestrian access is expected on Evergreen. There are 17 parking spaces proposed, including one accessible one, as well as bicycle parking. The developers plan to also build a sidewalk on X Street, where there currently isn’t one, and to possibly improve the sidewalk along Evergreen.

The area is zoned community commercial, allowing for multifamily units above ground floor commercial space. It’s also part of the Evergreen Corridor Overlay Zone, which is anticipated to be adopted later in the year. As part of the proposed overlay zone, one parking space is required for each unit, as well as one for each 1,000 square feet of commercial space. Street parking, of which there are two at the site, can count toward the commercial parking requirements.

There is one tree near the entrance of the project and street trees along Evergreen that the developers plan to keep. The city code requires six trees on the property.
