‘Cut off’ for rude behavior, Bellingham police say he pulled his pants down in response

BALLINGHAM — Bellingham police arrested a registered sex offender Tuesday after he allegedly exposed himself to multiple people while outside a Fairhaven business.

Arthur Reginald Thor Miller was arrested Tuesday, July 19, on suspicion of indecent exposure with a previous conviction.

Miller was expected to make his first appearance Wednesday in Whatcom County Superior Court, but court records on the hearing weren’t immediately available.

Whatcom County Jail records show Miller was released from jail July 20 in lieu of $2,500 bail.

Around 8:35 p.m. on Tuesday, Bellingham police responded to the 1300 block of 11th Street in Fairhaven for a man outside of a restaurant exposing himself to patrons, according to Bellingham Police Lt. Claudia Murphy.

Two victims told police Miller had been inside the business, but had been cut off by one of the victims due to his “behavior of rude comments toward her,” Murphy said. Miller went outside but was later asked to move because he was smoking too close to the entrance.

In response, Miller allegedly pulled his shorts down and exposed himself to the first victim and a second, who was sitting at a patio table, Murphy said.

Miller was picked up by an acquaintance, who also paid Miller’s bill, and they left. Miller was later contacted by police at his home, where he was arrested, Murphy said.
