There is no article in the Clark County Charter that describes when a nonpartisan elected office becomes vacant and how a position is temporarily filled internally until the next general election.
The Vacancy Amendment creates a public process when filling a county councilor position similar to cities. Current state law has the county council chair pick the three names to be presented to the county council for their action to fill a county elected official vacancy.
Amendment No. 13 promotes efficient and effective public governance. It’s not about the use of political power which ultimately creates disruptive politics in county government.
