19-year-old facing attempted murder charge in west Vancouver shooting

Vancouver man in court in apparent drug deal gone wrong

A 19-year-old Vancouver man is accused of shooting a man in the chest during an apparent marijuana deal gone wrong in the parking lot of a west Vancouver apartment complex.

Timothy L. Allen appeared Friday in Clark County Superior Court on suspicion of first-degree attempted murder in the Sept. 18 shooting. His bail was set at $500,000, and he is scheduled to be arraigned Nov. 4.

Vancouver police responded at 6:16 p.m. to the Arnada Pointe Apartments, 4820 N.E. Hazel Dell Ave., for reports of a person who had been shot.

Officers arrived to find a man, identified in court records as Andrew Kreitel, suffering a gunshot wound, according to a probable cause affidavit.

A witness told police he was in his car in the parking lot when a Honda Civic pulled up near him with two men inside. Kreitel was later identified as the driver and Allen was identified as the passenger, court records state.

The witness said he heard arguing coming from inside the car, which appeared to turn physical. He told officers a man in a ski mask, later identified by police as Allen, exited the car, pulled out a handgun and pointed it at Kreitel. The witness said he heard the gunman say, “I’m going to shoot you,” before firing one shot and running away, according to the affidavit.

Investigators determined Allen contacted Kreitel to buy $50 worth of “dabs,” a highly concentrated form of marijuana. Kreitel agreed and came to the apartment complex, where detectives determined Allen lives, according to court records.

After Kreitel gave Allen what he had asked for, Allen pulled out a gun, officers said, and demanded Kreitel give him everything in the car. Allen then shot Kreitel in the chest, which damaged his lungs and caused Kreitel’s left arm to become paralyzed, the affidavit states.

At the hospital, Kreitel told officers he had known Allen for about six months and met with him before. He identified Allen through a photo laydown as the person who shot him, according to court records.

On Oct. 13, officers listened to phone calls between Allen and a man at the Clark County Jail who is accused in a March shooting in downtown Vancouver. In the calls, the men used basketball terms to discuss whether Allen was involved in a robbery and shooting, the affidavit states.

Allen was arrested Thursday by the U.S. Marshals Service, according to Vancouver police Lt. Kathy McNicholas.
