East Vancouver homicide victim ID’d as 23-year-old man

Authorities identified the man fatally shot Oct. 20 in the area of Mill Plain Boulevard and Northeast Chkalov Drive as 23-year-old Emmanuel J. Williams of Vancouver.

Williams died from multiple gunshot wounds, the Clark County Medical Examiner’s Office announced Wednesday. His death was ruled a homicide, meaning it resulted from another person’s deliberate action. The ruling does not make any judgments about criminal culpability.

Vancouver police said Monday that detectives were continuing to investigate the shooting, which was reported at about 7 p.m.

When officers arrived, they found an 18-year-old woman with a gunshot wound to her hand and Williams, who was dead, according to Monday’s police news release.

The woman, who has not been identified, was treated at an area hospital and released, police said.

Police spokeswoman Lt. Kathy McNicholas previously said investigators have not made any arrests.

The police department’s Major Crimes Unit is investigating. Detectives learned that several people were present during the shooting who have not come forward or spoken with police. Anyone with information is asked to call the Vancouver Police Tip Line at 360-487-7399.
