Man gets 4¼ years for sexual assault at Vancouver park restroom

A Vancouver man was sentenced Friday to 4¼ years in prison for the March 2022 sexual assault of a woman, who police said is developmentally delayed, at an outdoor restroom near a Vancouver community center and park.

Scott Huffine, 58, pleaded guilty last month to indecent liberties with forcible compulsion. He was originally charged with two counts of second-degree rape and one count each of unlawful imprisonment, third-degree rape and indecent liberties.

Huffine will be required to register as a sex offender.

Investigators say that at about 2 p.m. March 14, 2022, Huffine approached the woman outside of the Marshall/Luepke Community Center and began talking to her. The woman told police she did not know Huffine and that he told her to come with him to have sex. She said no and that she needed to go home to her dog, according to a probable cause affidavit.

Video footage shows Huffine pulling the woman toward the outdoor restrooms between the community center and Marshall Park. The woman told police he took off her clothes and raped her. He then wouldn’t let her leave the restroom until he got dressed again and followed her out, court records state.

The affidavit says the woman is cognitively and developmentally delayed and can’t make decisions for herself.
